
PAVEMENT RECLAMATION & OVERLAY PROGRAM
Since the creation of the Town’s Transportation Improvement Plan (TIP) in April 2000, 38 miles of Town roads have been reconstructed, while 27 miles have received bituminous overlay. This represents approximately 1/3 of the 133 miles of municipally owned roads in Town. Each year, in conjunction with Town's Capital Improvement Program (CIP), a list of municipal roadways proposed for overlay and selective Full Depth Reclamation (FDR) is compiled. The list is based on roadway conditions and corresponding priority for pavement preservation and reconditioning.

PAVEMENT PRESERVATION PROGRAM
In conjunction with the Town’s transportation improvement plan (TIP), the Department of Public Services solicits bids for Crack Seal and Stone Seal preventative road maintenance. These pavement management techniques are considered “preservation” in nature to extend the performance and life of Town roads. They are not intended to replicate the surface associated with road reconstruction and pavement overlay.
In an effort to accurately determine the cost of all road surface preventative maintenance options while balancing efficiency in project coordination and flexibility to manage budgetary needs, two (2) individual bids are advertised as follows:
- Crack Seal (effective preventative maintenance technique to clean and seal road cracks that may accelerate road surface failure based on the freeze-thaw cycles highly prevalent in northeastern climates)
- Stone Seal
- Single Layer 3/8” stone treatment
- Double Layer (3/8” & 1/4” stone) treatment (preferred method for densely populated subdivision areas as the double layer provides smoother finished surface and more stone retention)
- Single Layer 1/4” stone treatment
To minimize post application inconveniences to residents regarding the stone seal treatment, Town bid specifications require contractor post-sweeping of surplus aggregate from the roads in a timely manner. This also allows the stone sealing contractor to have better control of the final product and retain liability for any deficiencies. More importantly, contractor post-sweeping also keeps the Highway Division sweepers on their regular sweeping schedule.
